With the backing of the Republic of North Macedonia’s Ministry of Culture and Tourism and in cooperation with AIPA, AEPO-ARTIS and AZAS organized the conference, which was solely focused on the state of actor protection in Western Balkan candidate Member States.
The case study concerning the status of actors in our country was presented by Vladislava Savić and Jelena Ćuruvija Đurica, a member of the board of the Actors’ Association of Serbia (GOS). In addition to discussing the crucial role that GOS plays in defending the interpreter’s rights, Vladislava gave a thorough review of the legal environment that now surrounds them, as well as an analysis of the upcoming amendments to it.
The program offered participants a historical overview of collective governance in the EU, in addition to an analysis of current developments and fruitful debates.
This significant event brought together representatives from relevant state authorities and institutions, collective management organizations, as well as actors and other professionals from the film industry in Skopje from October 24 to 25. In order to create a sustainable working environment for actors in the audiovisual sector, participants expressed their perspectives on the latest advancements and impending difficulties, defining steps towards the further development of this field.

Uz podršku Ministarstva kulture i turizma Republike Severne Makedonije u saradnji sa AIPA, AEPO-ARTIS i AZAS organizovana je konferencija koja je bila isključivo fokusirana na stanje prava i zaštite glumaca u zemljama EU kandidatima Zapadnog Balkana.
Studiju slučaja o statusu glumaca u našoj zemlji predstavile su Vladislava Savić i Jelena Ćuruvija Đurica, članica UO Glumačke Organizacije Srbije (GOS). Pored razgovora o ključnoj ulozi koju GOS ima u odbrani prava interpretatora, Vladislava je dala detaljan osvrt na pravni okvir koji ih sada okružuje, kao i analizu nadolazećih izmena istog.
Program je učesnicima ponudio istorijski pregled kolektivnog ostvarivanja prava u EU, pored analize aktuelnih dešavanja i produktivnih debata.
Ovaj značajan događaj okupio je predstavnike nadležnih državnih organa i institucija, organizacija za kolektivno ostvarivanje prava, kao i glumce i druge profesionalce iz filmske industrije u Skoplju od 24. do 25. oktobra. U cilju stvaranja održivog okruženja za aktere u audiovizuelnom sektoru, učesnici su izneli svoje stavove o najnovijim dostignućima i predstojeće poteškoće uz definisanje koraka ka daljem razvoju ove oblasti.

The New Strategy for the Development of AI Has Been PublishedThe Government of the Republic of Serbia presented the new Artificial Intelligence Development Strategy for the period from 2024 to 2030. In order to implement the Strategy, action plans are currently being prepared for a three-year period, and the adoption of the Action Plan for the implementation of the Strategy is expected soon, which will be adopted within 90 days from the adoption of the Strategy.
The general goal of the new Strategy is to accelerate the development of national resources for the development of artificial intelligence in the economy and education, as well as the availability of artificial intelligence for all citizens.
The Strategy particularly emphasized as a measure in the development and integration of AI, the incentive of its application in creative industries.
The creative sector stimulus measure aims to stimulate the integration and innovative use of artificial intelligence in the creative industries, including design, music, film, digital media, visual arts, mobile and computer games. A program is also planned that will support the development of new AI tools that can help in the creation, analysis and distribution of creative content.
The mentioned measure, more specifically, includes: 1. encouraging research and development of AI technologies that can be used in creative processes, 2. financial support for startups and projects that investigate the application of AI in creative industries, 3. development of electronic historical libraries and virtual museums, 4 organizing workshops, seminars and conferences that bring together technological experts and creatives, 5. cooperation with universities and research centers for the development of courses that will educate creatives about the possibilities and advantages of using AI, and others.
Although a large number of laws, including the Law on the Protection of Personal Data, as well as all laws regulating intellectual property, already have their application in the AI field, the Strategy expressly foresees the adoption of regulations that, in accordance with general trends in the world, aim to create legal framework, which will enable rapid development and application of innovations, but taking into account human rights and ethical standards and international conventions. When adopting the regulation, a significant level of monitoring and harmonizing it with international standards is foreseen, which should facilitate its commercialization.
Objavljena Nova Strategija Razvoja Veštačke InteligencijeVlada Republike Srbije je predstavila je novu Strategiju razvoja veštačke inteligencije (VI) za period od 2024. do 2030. godine. U cilju sprovođenja Strategije trenutno se pripremaju akcioni planovi za trogodišnji period, a uskoro se očekuje usvajanje Akcionog plana za njeno sprovođenje koji će biti donet u roku od 90 dana od usvajanja.
Opšti cilj nove Strategije jeste ubrzanje razvoja nacionalnih resursa za razvoj veštačke inteligencije u privredi i obrazovanju, kao i dostupnost veštačke inteligencije za sve građane.
Strategija je posebno istakla kao meru u razvoju i integraciji VI, podsticaj njene primene u kreativnim industrijama.
Mera podsticaja u kreativnom sektoru ima za cilj stimulisanje integracije i inovativne upotrebe veštačke inteligencije u kreativnim industrijama, uključujući dizajn, muziku, film, digitalne medije, vizuelne umetnosti, mobilne i računarske igre. Planiran je i program koji će podržati razvoj novih VI alata koji mogu da pomognu u kreiranju, analizi i distribuciji kreativnog sadržaja.
Pomenuta mera, konkretnije, obuhvata: 1. podsticanje istraživanja i razvoja VI tehnologija koje se mogu koristiti u kreativnim procesima, 2. finansijsku podršku za startape i projekte koji istražuju primenu VI u kreativnim industrijama, 3. razvoj elektronskih istorijskih biblioteka i virtuelnih muzeja, 4. organizovanje radionica, seminara i konferencija koje spajaju tehnološke stručnjake i kreativce, 5. saradnju sa univerzitetima i istraživačkim centrima za razvoj kurseva koji će obrazovati kreativce o mogućnostima i prednostima korišćenja VI, i drugo.
Iako veliki broj zakona, uključujući Zakon o zaštiti podataka o ličnosti, kao i sve zakone koji regulišu intelektualnu svojinu, već ima svoju primenu na polju VI, Strategija izričito predviđa i donošenje regulative koja u skladu sa opštim trendovima u svetu, ima za cilj da stvori pravni okvir, koji će omogućiti brz razvoj i primenu inovacija, ali vodeći računa o ljudskim pravima i etičkim standardima i međunarodnim konvencijama. Pri donošenju regulative, predviđen je značajan nivo praćenja i usaglašavanja iste sa međunarodnim standardima, koji bi trebalo da olakša njenu komercijalizaciju.
Zaštita Hotelskih Podataka u 2024: Ključni IzazoviZaštita podataka o ličnosti u poslovanju hotela i usaglašenost sa relevantnom regulativom, sve je kompleksnija usled sve većeg oslanjanja na digitalnu tehnologiju. Hoteli su česte mete sajber napada jer imaju pristup velikim količinama osetljivih podataka, uključujući brojeve kreditnih kartica, identifikacione i druge lične podatke. Sa druge strane, hotelijeri radi očuvanja reputacije i izbegavanja finansijskih gubitaka, unapređuju svoje tehnološke procedure koje je neophodno staviti u jasne zakonske okvire.
Zašto je ključno zaštititi podatke gostiju u hotelu?
Korišćenje podataka o gostima u različite svrhe, uključujući predviđanje, personalizaciju, optimizaciju usluga i razvoj lojalnosti kupaca svakako čini hotelsku uslugu superiornom. Velika količina podataka koji se obrađuju, međutim, stvara zakonske obaveze u procesu upravljanja tim podacima. Korišćenje podataka može značajno unaprediti poslovanje hotela, ali u slučaju odsustva zakonske usaglašenosti, može naneti ozbiljnu finansijsku i reputacionu štetu.
Ugovori sa dobavljačima
Sektor ugostiteljstva koristi mnogo spoljnih sistema, uključujući skladištenje u oblaku (eng. “cloud”), POS, PMS i sisteme za rezervacije. Iako ovi alati povećavaju efikasnost i pojednostavljuju procese, zavisnost od drugih lica nosi određene opasnosti. Ponekad ne možemo biti sigurni da li ovi dobavljači preduzimaju iste mere predostrožnosti kao hotel, tj. da li se korišćenjem usluga ovih sistema, hotelijer izlaže rizicima nezakonite obrade podataka. Zbog toga je preporučljivo pažljivo pristupiti izboru dobavljača i proveriti da li bezbednosne procedure ovih dobavljača ispunjavaju neophodne zahteve, pri čemu značajnu ulogu igra ugovorni odnos između hotela i dobavljača, kao i procedure postupanja u kriznim situacijama.
Usklađenost zaštite podataka
Kao odgovor na sve komplikovanije potrebe hotelske industrije, razvijaju se strožiji standardi privatnosti podataka. Regulativa u ovoj oblasti je izuzetno složena i osetljiva, te zahteva duboko poznavanje tehnoloških procesa i zakonskih obaveza, kako bi svaki korak u obradi podataka bio siguran i regulatorno usklađen. Imenovanje lica za zaštitu podataka o ličnosti koje poznaje zakonske obaveze je svakako prvi korak ka usklađenosti, ali ono predstavlja samo mali deo obaveza koje regulativa propisuje u ovoj oblasti. Propisane novčane kazne u slučaju kršenja zakonskih obaveza u pogledu zaštite podataka o ličnosti su visoke, a svaki propust stvara dodatan rizik od podnošenja odštetnih zahteva ka kompaniji.
Sajber napadi
Kako hoteli čuvaju mnogo osetljivih podataka, česte su mete za sajber napade. Korišćenje Wi Fi mreža i ogroman broj lica koji dolazi u dodir sa podacima, povećava mogućnost sajber napada ili proboja podataka u hotelu. Zbog toga hotel treba da bude na oprezu od hakera, bilo da se radi o malveru, ransomveru, fišing-u ili napadima uskraćivanja usluga.
Interni rizici
Radnici ili bilo ko drugi sa pristupom hotelskim sistemima i informacijama može zloupotrebiti svoje privilegije za dobijanje privatnih informacija, što može dovesti do curenja podataka ili kršenja bezbednosti. Čak i kada su ove opasnosti nenamerne, može biti teško predvideti kada će se pojaviti. Imajući to u vidu, neophodno je jasno urediti interne procedure, sistem odgovornosti i tehnološki proces pristupa podacima kroz odgovarajuće autentifikacije kad god je to moguće.
Mobilni uređaji i Wi-Fi
Hakeri će verovatno ciljati PMS i druge hotelske softverske sisteme na koje se veliki broj lica kači sa mobilnih uređaja. U tom smislu, važno je obezbediti procedure korišćenja internih mobilnih uređaja (ograničenje korišćenja eksternih mreža, ograničenje korišenja PMS sistema u određenim mrežama, redovna promena lozinke i sl).
Takođe, Wi-Fi kao imperativ funkcionisanja u savremenom prostoru, predstavlja jedno od čestih mesta hakerskih napada, obzirom da se mrežna veza između gostiju i hotela lako može iskoristiti kao ulazna tačka za sajber napade. Radi izbegavanja ovih rizika, stručnjaci savetuju da se Wi-Fi mreža posebno konfiguriše i da se preduzmu što jače tehnološke mere zaštite.
Konačno, zaključićemo da hotelijerstvo ima veliku potrebu za pažljivim rukovanjem podacima o ličnosti na svakom nivou, te da je neophodno posebnu pažnju posvetiti pravnim i tehnološkim aspektima zaštite podataka, kako bi se poslovni rizici u ovoj oblasti smanjili na najniži mogući nivo.
Protecting Hotel Data in 2024: Key ChallengesThe protection of personal data in hotel business and compliance with relevant regulations is increasingly complex due to the increasing reliance on digital technology. Hotels are frequent targets of cyberattacks because they have access to large amounts of sensitive data, including credit card numbers, identification and other personal information. On the other hand, hoteliers, in order to preserve their reputation and avoid financial losses, improve their technological procedures, which must be placed within clear legal frameworks.
Why is it crucial to protect guest data at your hotel?
Using guest data for various purposes, including prediction, personalization, service optimization and customer loyalty development certainly makes hotel service superior. The large amount of data processed, however, creates legal obligations in the process of managing that data. Using data can significantly improve hotel operations, but in the absence of legal compliance, it can cause serious financial and reputational damage.
Independent contractors
The hospitality sector uses many external systems, including cloud storage, POS, PMS and reservation systems. Although these tools increase efficiency and simplify processes, dependence on other parties carries certain risks. Sometimes we cannot be sure whether these suppliers take the same precautions as the hotel, ie. whether by using the services of these systems, the hotelier exposes himself to the risks of illegal data processing. Therefore, it is advisable to carefully approach the choice of suppliers and check whether the security procedures of these suppliers meet the necessary requirements, whereby the contractual relationship between the hotel and the supplier plays an important role, as well as procedures for dealing with crisis situations.
Data protection compliance
In response to the increasingly complicated needs of the hotel industry, stricter data privacy standards are being developed. The regulation in this area is extremely complex and sensitive, and requires deep knowledge of technological processes and legal obligations, so that every step in data processing is safe and regulatory compliant. Appointing a data protection officer who knows the legal obligations is certainly the first step towards compliance, but it represents only a small part of the obligations prescribed by the regulations in this area. Prescribed fines in case of violation of legal obligations regarding the protection of personal data are high, and each omission creates an additional risk of filing compensation claims against the company.
Cyberattacks
As hotels store a lot of sensitive data, they are frequent targets for cyber attacks. The use of Wi-Fi networks and the huge number of people who come into contact with the data, increases the possibility of a cyber attack or data breach in the hotel. This is why the hotel needs to be on the lookout for hackers, be it malware, ransomware, phishing or denial of service attacks.
Internal risks
Employees or anyone else with access to hotel systems and information may abuse their privileges to obtain private information, which may lead to data leaks or security breaches. Even when these dangers are unintentional, it can be difficult to predict when they will occur. Having this in mind, it is necessary to clearly arrange the internal procedures, the accountability system and the technological process of data access through appropriate authentication whenever possible.
Portable Electronics & WiFi
Hackers are likely to target PMS and other hotel software systems that have large numbers of people accessing them from mobile devices. In this sense, it is important to provide procedures for the use of internal mobile devices (restriction on the use of external networks, restriction on the use of PMS systems in certain networks, regular password changes, etc.).
Also, Wi-Fi, as an imperative for functioning in the modern space, is one of the frequent sites of hacker attacks, given that the network connection between guests and the hotel can easily be used as an entry point for cyber attacks. In order to avoid these risks, experts advise to configure the Wi-Fi network separately and to take the strongest possible technological protection measures.
Finally, we will conclude that the hotel industry has a great need for careful handling of personal data at every level, and that it is necessary to pay special attention to the legal and technological aspects of data protection, in order to reduce business risks in this area to the lowest possible level.
